State Government proposes outlay of Rs. 9405.41 crore for 2021-22

The State Government has proposed an outlay of Rs. 9405.41 crore under the developmental budget for the year 2021-22. This was disclosed by the Chief Minister Jai Ram Thakur while presiding over the morning session of MLA’s priority meeting for the financial year 2021-22 here today.
Chief Minister said that this meeting was of utmost importance as the elected representatives get an opportunity to underline their developmental priorities. He said that the present State Government has completed three years of its tenure and these three years have been full of achievements and accomplishments despite of a full year got wasted due to the Corona pandemic. He said that the very first decision of the State Government was aimed at welfare of the senior citizens. He said that the State Government has started Him Care Scheme under which 4.63 lakh families got registered and till date 1.25 lakh families have been provided financial assistance of Rs. 121 crore. He said that a financial assistance of Rs. 3000 per month was being provided to a family with chronically ill patient under the Sahara Yojna.
Jai Ram Thakur said that as many as 251 projects worth Rs. 926.24 crore have been approved under NABARD under MLA priorities during the year 2020-21. He said that out of this, Rs. 565.52 crore has been provided for roads and bridges whereas Rs. 360.72 crore have been provided for minor irrigation and drinking water schemes. He said that a provision of Rs. 13,300 crore was made during the first three years tenure of the previous State Government under the annual plan outlay whereas during the first three years tenure of the present State Government a provision of Rs. 21,300 crore were made as annual plan outlays.
Chief Minister said that during the first three years tenure of the previous State Government 433 MLA priority schemes worth Rs. 2033 crore were approved, whereas during the tenure of the present State Government 639 MLA priority schemes worth Rs. 2382 crore have been approved. He said that a provision of Rs. 1276 crore were made for implementation of the MLA priorities during the first three years tenure of the previous State Government, whereas a provision of Rs. 2221 crore has been made during the first three years tenure of the present State Government.
Jai Ram Thakur said that the State Government would accord topmost preference to the MLA priorities. He said that special stress must be laid on preparation of DPRs under MLA priorities. He said that the MLAs were elected representatives of their areas and well understands the developmental needs of their area. He said that despite the Covid-19 pandemic, the StateGovernment was ensuring that the pace of development does not get affected. He thanked the MLAs for making their contributions and cooperation to fight the pandemic.
District Chamba:
MLA Bharmour Jia Lal Kapoor urged for opening Jal Shakti division at Pangi keeping in view the difficult topography of the area. He said that Eklavya School must also be opened in the area to provide better facilities to the students of the area. He said that work on the ropeway project in the area must be taken in hand soon by making adequate budget for the same.
MLA Chamba Pawan Nayyar thanked the Chief Minister for giving special consideration to the developmental needs of the Chamba area. He also urged the Chief Minister to upgrade Holi-Chamba road into a double lane road. He also stressed construction of ropeways to attract tourists to the area, besides construction of a Mini Secretariat at Chamba. He also urged the Chief Minister to provide adequate staff in Pt. Jawahar Lal Nehru Government Medical College Chamba to facilitate the people of the area.
MLA Bhattiyat Bikram Jaryal also urged for ensuring better power supply in his constituency. He said that there was a need for Divisions of the PWD and Jal Shakti departments to ensure better road connectivity and water supply in the area. He said that sewage schemes be provided in smaller towns such as Kakira and Sihunta etc. to facilitate the people of the area. He also felt the need to create infrastructure facilities in the area so as to attract tourists to visit the area.
District Sirmour:
MLA Pachhad Reena Kashyap thanked the Chief Minister for providing adequate doctors in Civil Hospital Rajgarh. She urged for providing equipments and other facilities in the Hospital to facilitate patients of the area. She also felt the need for developing the area from tourism point of view. She said that IPH division be opened at Rajgarh as presently it falls in another constituency. She said that PG classes be started in the Degree College Rajgarh. She said that work of 33 KV sub-station at Shilabagh be completed at the earliest.
MLA Nahan Dr. Rajiv Bindal said that three bridges must be sanctioned under CRF for Nahan Vidhan Sabha area. He said that better sewerage facilities be provided in Nahan town. He said that channelization of Markandye river should be taken in hand at the earliest under the Flood Management project. He said that proper facilities and equipments must be provided in Nahan Medical College to facilitate the people of the area. He said that Atal Adarsh Vidhalaya be opened in the constituency to provide better facility to the students of the area. He said that a Police Post be opened at Mata Balasundri temple in the constituency.
MLA Renuka Vinay Kumar said that Renuka Vidhan Sabha area must be developed from religious tourism point of view. He said that particular area where the international fair was held must the taken out of the wildlife sanctuary area. He said that buildings be provided for two newly upgraded Sub Tehsils and one Tehsil. He said that land be transferred for Degree College Dadahu. He urged that Development Block should be provided at Dadahu as about 40 panchayats falls under the area, bedsides Electrical sub division at Sangrah. He also felt the need for plying more buses in the area to facilitate the commuters.
MLA Shillai Harshwardhan Chauhan said that more staff should be provided in health institutions of Shillai Vidhan Sabha area. He said that delay in preparation of DPR under NABARD was a matter of concern. He said that several water supply schemes need to be augmented and maintained. He said that adequate staff be provided in the Degree College Shillai. He said that the college has strength of over 1000, out of which 700 were girl students. He said that a girls’ hostel be constructed in the college to facilitate the girl students. He said that the condition of two bigha land for Mukhyamantri Lok Bhawan must be relaxed keeping in view to hill topography of the area. He said that Paonta-Shillai-Menus Road must be upgraded to double lane at the earliest.
District Una:
MLA Chintpurni Balbir Singh thanked the Chief Minister for giving due consideration towards his Vidhan Sabha area. He also felt the need for beautification of Chintpurni temple to facilitate the devotees visiting the shrine. He said that adequate funds be provided for construction of bridge leading towards Baba Barbhagh Singh. He said that Jhalera-Amb road be upgraded into a four-lane road keeping in view the heavy rush of traffic on this road.
MLA Gagret Rajesh Thakur said that DPRs of augmentation of water supply scheme under NABARD must be approved at the earliest. He said that 19 villages of the constituency should be excluded from the Town and Country Planning Area. He said that work on construction of 20 tubewells must to taken in hand soon. He said that proper ground be provided for construction of Degree College Daulatpur.
MLA Haroli and Leader of Opposition Mukesh Agnihotri said that special thrust must be laid on timebound completion of DPRs under MLA priorities. He also urged the Chief Minister to strengthen the institution of MLAs and invite them for the functions being held to celebrate the Golden Jubilee Year of the Statehood. He also expressed concern over the increase cases of mining in Swan river. He said that 5th Phase of Swan River Channelization must be got sanctioned at the earliest and greater stress must be laid on setting up of tubewells in the area.
MLA Una Satpal Raizada said that building of PHC at Basoli village should be constructed at the earliest. He said that better sewerage facilities must be provided for Una town to facilitate the people of the area. He said that illegal mining on Swan Channelization must be stopped.
Additional Chief Secretary Finance Prabodh Saxena welcomed the Chief Minister and other dignitaries present on the occasion.
Advisor Planning Dr. Basu Sood made a presentation on process regarding registration by the MLAs regarding their priorities.
Rural Development and Panchayati Raj Minister Virender Kanwar, Power Minister Sukh Ram Chaudhary, Deputy Chairman State Planning Board Ramesh Dhawala, Chief Secretary Anil Khachi, Additional Chief Secretaries, Principal Secretaries, Secretaries, Heads of Departments were present in the meeting, whereas the Deputy Commissioners joined the meeting through video conference from their respective districts.
