हिमाचल प्रदेश में नई पंचायतों के गठन के लिए मापदण्ड अनुमोदित
ग्रामीण विकास एवं पंचायती राज मंत्री वीरेन्द्र कंवर ने आज यहां बताया कि मुख्यमंत्री जय राम ठाकुर द्वारा नई पंचायतों के गठन के लिए गैर-जनजातीय क्षेत्रों तथा जनजातीय क्षेत्रों के लिए मापदण्ड अनुमोदित कर दिये है। मंत्रिमण्डल की 11 अगस्त, 2020 को आयोजित बैठक में मापदण्ड तय करने के लिए मुख्यमंत्री को अधिकृत किया गया था।
वीरेन्द्र कंवर ने बताया कि गैर-जनजातीय क्षेत्रों के लिए अनुमोदित मापदण्डों के अनुसार उन ग्राम पंचायतों से नई पंचायतों का गठन किया जाएगा, जिनकी 2011 की जनगणना के अनुसार जनसंख्या 2000 तथा उससे अधिक है तथा परिवारों की संख्या 500 या उससे अधिक, ग्राम पंचायत के वर्तमान मुख्यालय से सबसे दूर वाले गांव की दूरी 5 कि.मी. या उससे अधिक, गांव की संख्या 5 तथा उससे अधिक है। इसके साथ यह शर्त भी है कि वर्तमान पंचायत तथा नव प्रस्तावित ग्राम पंचायत की जनसंख्या विभाजन के पश्चात न्यूनतम 600 होनी चाहिए। यह मापदण्ड पिछड़े क्षेत्रों के लिए भी लागू होगा। इसी प्रकार जनजातीय क्षेत्रों की उन ग्राम पंचायतों में से नई पंचायते बनाई जाएगी, जिनकी जनसंख्या 750 और उससे अधिक है। इसके साथ यह शर्त भी है कि वर्तमान पंचायत तथा नव प्रस्तावित ग्राम पंचायत की जनसंख्या विभाजन के पश्चात न्यूनतम 300 होनी चाहिए।
वीरेन्द्र कंवर ने बताया कि विभाग में अब तक प्राप्त 487 से अधिक प्रस्तावनाओं का उक्त मापदण्डों के अनुसार परिक्षण किया जा रहा है, जो 230 पंचायतें उक्त मापदण्डों को पूर्ण करेगी उनके गठन की सरकार द्वारा अधिसूचना जारी की जा रही है। अधिसूचना पर सम्बन्धित ग्रामसभा के सदस्य 7 दिनों के भीतर अपनी आपत्तियां सम्बन्धित उपायुक्तों के समक्ष दर्ज करवा सकते है। प्राप्त आपत्तियों पर उपायुक्त 3 दिनों के भीतर फैसला लेकर विभाग को अपनी संस्तुति देंगें, जिसके पश्चात सरकार द्वारा अन्तिम अधिसूचना जारी की जाएगी। उन्होंने कहा कि 22 अगस्त, 2020 के पश्चात प्राप्त होने वाली किसी भी प्रस्तावना पर विचार नही करने का निर्णय लिया गया है।
वीरेन्द्र कंवर ने बताया कि अनुमोदित मापदण्डों के अनुसार प्रदेश में 230 जिनमें जिला बिलासपुर में 14, चम्बा में 18, हमीरपुर में नौ, लाहौल-स्पिति में चार, किन्नौर में सात, सोलन में 17, मण्डी में 65, कांगड़ा में 33, शिमला में 35, ऊना में दो, कुल्लू में 28 तथा सिरमौर में आठ नई ग्राम पंचायतों का गठन प्रस्तावित हैं।
