प्रदेश मंत्रिमंडल की बैठक में स्कूल खोलने सहित कई अन्य महत्वपूर्ण मामलों में लिए फैसले
आज मुख्यमंत्री जय राम ठाकुर की अध्यक्षता में आयोजित हुई मंत्रिमण्डल की बैठक ने निर्णय लिया कि ग्रीष्मकाल में बंद होने वाले सरकारी स्कूलों के सभी अध्यापक इस माह की 27 तारीख से स्कूलों में उपस्थित होंगे। ग्रीष्मकाल में बंद होने वाले 5वीं व 8वीं से 12वीं कक्षाओं के विद्यार्थियों को निर्धारित मानक संचालन प्रक्रियाओं की सख्ती से अनुपालना कर एक फरवरी, 2021 से नियमित कक्षाएं लगाने की अनुमति होगी। इन स्कूलों के प्रबन्धन को स्कूल परिसरों में फेस मास्क, परस्पर दूरी और सेनेटाइजर का उपयोग सख्ती से सुनिश्चित करना होगा। इसी तरह औद्योगिक प्रशिक्षण संस्थानों और बहुतकनीकी एवं अभियांत्रिकी महाविद्यालय इस वर्ष एक फरवरी, 2021 से खोले जाएंगे।
मंत्रिमण्डल ने निर्णय लिया कि शीतकालीन बंद होने वाले स्कूलों में 5वीं और 8वीं से 12वीं कक्षाओं के विद्यार्थियों को शीतकालीन छुट्टियां समाप्त होने के बाद 15 फरवरी, 2021 से नियमित कक्षाओं में आने की अनुमति होगी। हर घर पाठशाला के तहत शिक्षा के लिए आॅनलाइन प्रणाली जारी रहेगी। राज्य में निजी स्कूल भी यही प्रणाली अपना सकते हैं।
शीतकालीन छुट्टियों के उपरांत सभी सरकारी महाविद्यालय 8 फरवरी, 2021 से नियमित कक्षाओं के लिए खोले जाएंगे, उन्हें मानक संचालन प्रक्रियाओं की सख्ती से अनुपालना सुनिश्चित करनी होगी।
कोविड-19 महामारी के दृष्टिगत राज्य सरकार ने आइजीएमसी शिमला, सीएच नालागढ़, राजेन्द्र प्रसाद राजकीय चिकित्सा महाविद्यालय टांडा तथा चिकित्सा महाविद्यालय नेरचैक में चार मेक शिफ्ट अस्पतालों का निर्माण किया है। अब कोविड-19 के मामलों में कमी आने पर मंत्रिमंडल ने इन मेक शिफ्ट अस्पतालों का अधिकतम उपयोग सुनिश्चित करने का निर्णय लिया। आईजीएमसी में मेक शिफ्ट अस्पताल को मेडिसिन इंटेन्सिव केयर यूनिट, राजेन्द्र प्रसाद राजकीय चिकित्सा महाविद्यालय टांडा में मेक शिफ्ट अस्पताल को संक्रामक रोग वार्ड, सीएच नालागढ़ में मेक शिफ्ट अस्पताल को ट्रामा केयर सेंटर तथा एसएलबीएसजीएमसी मंडी, नेरचैक में मेक शिफ्ट अस्पताल को सुपरस्पेशलिटी वार्ड के रूप में उपयोग किया जाएगा। मंत्रिमण्डल ने क्षेत्रीय अस्पताल धर्मशाला तथा दीन दयाल उपाध्याय अस्पताल शिमला को नाॅन कोविड अस्पताल अधिसूचित करने का भी निर्णय लिया।
मंत्रिमण्डल ने जिला शिमला की तहसील चैपाल के कमांदल, कुमारला, गीतारटा और आरा गांवों में 599.1935 हेक्टेयर क्षेत्र पर सीमेंट प्लांट के लिए चूना और खनन खनिज की निकासी के लिए मै. आर.सी.सी.पी.एल. प्राइवेट लिमिटेड नवी मुम्बई के पक्ष में पट्टे में देने पर तीन वर्ष के लिए लैटर आॅफ इन्टेंट जारी करने को मंजूरी प्रदान की।
मंत्रिमण्डल ने पं. जवाहर लाल नेहरू राजकीय चिकित्सा महाविद्यालय चम्बा परिसर के शीघ्र निर्माण के लिए निर्माण स्थल में से 28 पुराने सरकारी ढांचों को गिराने की अनुमति प्रदान की।
मंत्रिमण्डल ने प्रदेश के पुलिस थानों को अधिक महिला मित्र और सुलभ बनाने के लिए जिला पुलिस कार्यालयों और पुलिस थानों में महिला हेल्प-डैस्क स्थापित करने का निर्णय लिया। बैठक में पुलिस विभाग में महिला हेल्प-डैस्क को सुदृढ़ बनाने के लिए 136 स्कूटी अथवा स्कूटर खरीदने के अलावा 272 हैलमेट और 136 डैस्क टाॅप कम्प्यूटर खरीदने की मंजूरी प्रदान की गई।
मंत्रिमण्डल ने प्रदेश के छः जिलों शिमला, कांगड़ा, कुल्लू, सिरमौर, सोलन और चम्बा के एंटी हयूमन टैªफिकिंग यूनिट को सुदृढ़ बनाने के लिए आवश्यक मशीनरी और उपकरण प्रदान करने के लिए अपनी स्वीकृति प्रदान की।
बैठक में बिलासपुर जिला के झण्डूता और कांगड़ा जिले के जयसिंहपुर में नए नागरिक न्यायालयों के लिए विभिन्न श्रेणियों के छः पदों को सृजित कर इन्हें भरने की स्वीकृति प्रदान की।
वन विभाग ने मंत्रिमण्डल के समक्ष मार्च, 2021 तक के लक्ष्यों और वर्ष 2021 और 2022 तक के लक्ष्यों के बारे में प्रस्तुति दी। मंत्रिमण्डल ने लगाए गए पेड़ों की संख्या के बजाय पेड़ों की उत्तरजीविता पर ध्यान केंद्रित करने का सुझाव दिया। राजस्व विभाग ने भी प्रधानमंत्री किसान सम्मान निधि योजना पर प्रस्तुति दी।
