राज्य सरकार के एक प्रवक्ता ने आज यहां बताया कि कोविड-19 को फैलने से रोकने और आगामी त्योहार सीजन को ध्यान में रखते हुए सामाजिक, शैक्षणिक, खेल, मनोरंजन, सांस्कृतिक, धार्मिक और अन्य उत्सवों के लिए मानक संचालन प्रक्रिया जारी की गई है।
भारत सरकार द्वारा जारी मानक संचालन प्रक्रिया (एसओपी) में विभिन्न सामान्य निर्देशों का पालन आवश्यक होगा।
त्योहारों के आगामी सीजन के दौरान अधिक गतिविधियों के संचालन के कारण सरकार ने बंद स्थानों पर अब लोगों के इकट्ठा होने की सीमा को 200 तक बढ़ाने की अनुमति दे दी है। उन्होंने कहा कि खुले स्थानों पर 50 प्रतिशत सभा की अनुमति होगी। फेस मास्क पहनना, थर्मल स्कैनिंग, हाथ धोना या सेनिटाइजर के उपयोग तथा शारीरिक दूरी को बनाए रखना ऐसे स्थानों में अनिवार्य किया जाएगा। खुले स्थानों में आयोजित होने वाली सभाओं में 200 से अधिक व्यक्ति शामिल हो सकते हैं।
65 वर्ष से अधिक आयु वाले या अन्य बीमारियों से ग्रस्त व्यक्तियों, गर्भवती महिलाओं और 10 वर्ष से कम आयु के बच्चों को घर पर ही रहने और ऐसे आयोजनों में न जाने का परामर्श दिया गया है।
आयोजक, संगठनात्मक कर्मचारी यह सुनिश्चित करें कि त्योहार में जाने वाले व्यक्ति सार्वजनिक स्थानों पर कम से कम 6 फीट की दूरी बनाए रखें। ‘श्वसन शिष्टाचार’ का सख्ती से पालन किया जाए, जिसमें रूमाल/टीशू/फ्लेक्स एल्बो का इस्तेमाल तथा प्रयोग किए गए टीशू को सावधानीपूर्वक नष्ट करने का सख्ती से अनुपालन शामिल है। थूकना सख्त वर्जित होना चाहिए। आरोग्य सेतु ऐप को इन्स्टाॅल और उपयोग करने की सलाह दी जाए। सभी इवेंट मैनेजर कोविड-19 के संदर्भ में स्वास्थ्य और परिवार कल्याण मंत्रालय द्वारा जारी एसओपी की जानकारी सभी स्टाॅल मालिकांे और कर्मचारियों से सांझा करें।
उन्होंने कहा कि कंटेनमेंट जोन में किसी भी सामाजिक, शैक्षणिक, खेल, मनोरंजन, सांस्कृतिक, धार्मिक और अन्य उत्सवों की अनुमति नहीं दी जाएगी। कंटेनमेंट जोन से आने वाले आयोजकों/ कर्मचारियों और आगंतुकांे को किसी भी उत्सव में भाग लेने की अनुमति नहीं दी जाएगी। कंटेनमेंट जोन से संबंधित लोगों को घर पर ही रहकर सभी उत्सवों को मनाने और घर से बाहर न निकलने के लिए प्रोत्साहित किया जाए।
थिएटर, सिनेमा और नाटकों को अधिक टिकट काउंटर, अलग-अलग निकास और प्रवेश द्वार रखने की सलाह के साथ ही आयोजित करने की अनुमति होगी। कार्यक्रम आयोजकों, उद्योगपतियों को काॅन्टेक्टलेस भुगतान के लिए उपयुक्त प्रावधान करने के लिए कहा जाएगा। इसके अलावा सभी स्थानों पर थर्मल स्कैनिंग, शारीरिक दूरी, फेस मास्क और उचित स्वच्छता की सुविधा सुनिश्चित करनी होगी।
उन्होंने कहा कि सभी संबंधित हितधारकों के साथ, प्रत्येक गतिविधि के संचालन के बारे में योजना को पहले ही पूरी तरह से तैयार किया जाए। प्रदर्शनियों, मेलों, पंडालों, संगीत कार्यक्रमों और नाटकों जैसे कई दिनों या हफ्तों तक चलने वाले उत्सवों में निर्धारित संख्या में उपस्थिति सुनिश्चित करने के लिए पर्याप्त प्रबन्ध सुनिश्चित किए जाएं। थर्मल स्कैनिंग और शारीरिक दूरी सुनिश्चित करने के लिए स्वयंसेवकों को उचित रूप से तैनात किया जाना चाहिए और सेनिटाइजर, थर्मल गन और फ्लोर मार्किंग की व्यवस्था सुनिश्चित की जानी चाहिए। यदि संभव हो तो क्लोज सर्किट कैमरे आदि से गतिविधियों पर नजर रखी जाए। कोविड-19 के निवारक उपायों पर क्या करें और क्या न करें बारे परामर्श, पोस्टर/स्टैंडीज/आॅडियो विजुअल मीडिया को प्रत्येक आयोजन स्थल पर प्रमुखता से प्रसारित/प्रदर्शित किया जाना चाहिए।
आयोजन स्थल में रैलियों के दौरान यदि किसी भी व्यक्ति में लक्षण पाए जाते हैं तो ऐसी स्थिति के लिए एक समर्पित आइसोलेशन कमरा या स्थान होना चाहिए, ताकि जब तक चिकित्सा सहायता उपलब्ध न हो, उन्हें वहां रखा जा सके। पार्किंग स्थल, प्रतीक्षा क्षेत्र, स्टाॅल और भोजनालय आदि स्थानों के भीतर और बाहर परिसर में उचित भीड़ प्रबंधन होना चाहिए।
उन्होंने कहा कि राजनीतिक और अन्य रैलियों तथा विसर्जन यात्राओं में लोगों की संख्या निर्धारित सीमा से अधिक नहीं होनी चाहिए और ऐसे मामलों में उचित शारीरिक दूरी सुनिश्चित की जानी चाहिए। इस प्रकार की रैलियों की संख्या और उनके द्वारा तय की गई दूरी को इस प्रकार रखी जाए ताकि वहां उचित व्यवस्था बनाई जा सके। आने जाने के रास्ते की योजना, विसर्जन स्थलों की पहचान, शामिल होने वाले लोगों की संख्या सुनिश्चित करना, शारीरिक दूरी आदि की योजना पहले से बनाई जानी चाहिए और अपनाए जाने वाले उपायों के संबंध में बताया जाना चाहिए।
सभी कार्यक्रमों में भाग लेने के लिए आपातकालीन स्वास्थ्य सुविधा के लिए नजदीक के अस्पतालों के साथ संपर्क कर चिकित्सा देखभाल की व्यवस्था की योजना बनानी चाहिए। परिसरों के अंदर और सार्वजनिक स्थलों में प्रभावी और नियमित स्वच्छता पर विशेष ध्यान दिया जाना चाहिए। जिसमें शौचालय, पानी पीने और हाथ धोने के स्थान और लगातार छूये जाने वाली सतहों जैसे लिफ्ट बटन, हैंड्रिल, कतार बैरिकेड, सीटें, बैंच, वाॅशरूम आदि शामिल हैं।
उन्होंने कहा कि धार्मिक स्थानों में मूर्तियों/पवित्र पुस्तकों आदि को छूने की अनुमति नहीं होगी और भक्तों को कतार में सामाजिक दूरी के नियम का पालन करना चाहिए।
कोविड-19 संदिग्ध होने की स्थिति में मानक संचालक प्रक्रिया में प्रोटोकाॅल का सख्ती से पालन करना भी शामिल है। त्योहार स्थल और उसके आसपास यदि कोई बीमार व्यक्ति पाया जाता है तो उसे तुरंत आइसोलेशन कक्ष में ले जाना सुनिश्चत करें और यदि कोविड-19 लक्षण पाए जाते हैं तो नजदीक में चिकित्सा सुविधा के लिए सूचित करें या राज्य जिला हेल्पलाइन पर काॅल करें।
उन्होंने कहा कि सभी जिलाधिकारियों, पुलिस अधिकारियों और स्थानीय अधिकारियों को निर्देश दिए गए हैं कि वे आयोजकों को अनुमति देते समय इन मानक संचालन प्रक्रियाओं का कड़ाई से क्रियान्वयन सुनिश्चित करें। आपदा जोखिम न्यूनीकरण स्वयंसेवकों और आईएजी नेटवर्क का उपयोग करने के लिए जनता को शिक्षित करने और इन उपायों को लागू करने के लिए किया जा सकता है। स्थानीय प्रशासन कोविड-19 के प्रसार को रोकने के लिए, जो उपयुक्त हों अतिरिक्त शर्तें लगा सकता है।
