कांग्रेस के प्रदेशाध्यक्ष कुलदीप सिंह राठौर ने कुल्लू में पुलिस अफसरों के बीच सरेआम हुई कथित मारपीट व प्रदेश मंत्रिमंडल की बैठक में मुख्य सचिव के साथ एक मंत्री के दुर्व्यवहार की कड़े शब्दों में निदा की है। उन्होंने कहा है कि कानून के रखवाले ही जब खुलेआम एक दूसरे पर लातघुसें बरसाने लगें तो कानून व्यवस्था से लोगों का विश्वास उठना लाजिमी है।
राठौर ने एक मंत्री द्वारा सरकार के मुख्य सचिव के साथ मंत्रिमंडल की बैठक में दुर्व्यवहार की भी कड़ी आलोचना करते हुए कहा है कि ऐसी सरकार का तो रामरखा ही हो सकता है। उन्होंने कहा है कि इस घटना ने प्रदेश की बिगड़ती कानून व्यवस्था और ब्यरोक्रेसी के साथ सरकार के बिगड़ते सम्बधों की पूरी पोल खोल दी है और प्रदेश इन दोनों घटनाओं से शर्मसार हुआ है।
कुलदीप सिंह राठौर ने एक बयान में कहा कि पुलिस अफसरों का इस प्रकार गुथम – गुथा होना और वह भी तब जब वह किसी केंद्रीय मंत्री की सुरक्षा में लगे हो पुलिस व्यवस्था के लिए बहुत ही शर्मसार है।
राठौर ने कहा है कि प्रदेश में यह पहली घटना है।इससे साफ है कि मुख्यमंत्री का अपने इन अधिकारियों पर कोई नियंत्रण नही है।उन्होंने कहा कि इस घटना ने प्रदेश के लोगों को भी सकते में डाल दिया है।मुख्यमंत्री के सामने इस प्रकार की घटना होना किसी की भी पुलिस सुरक्षा को खुली चुनौती है।
राठौर ने मंत्रिमंडल की बैठक में एक मंत्री द्वारा मुख्य सचिव के साथ दुर्व्यवहार करने पर भी कड़ी आपत्ति जताते हुए कहा है कि अधिकारियों के साथ किसी भी प्रकार का दुर्व्यवहार या अपमान सहन नही किया जा सकता।उन्होंने कहा कि मंत्रिमंडल की बैठक में मुख्यमंत्री के समक्ष एक मंत्री द्वारा मुख्य सचिव का अपमान होना बहुत ही निदनीय है।उन्होंने कहा है कि इस प्रकार का व्यवहार अधिकारियों के मनोबल को तोड़ सकता है और इससे हमारी शासकीय व्यवस्था कमजोर पड़ रही है।इसलिए मुख्यमंत्री को अपने मंत्रियों,नेताओं को अनुशासन में रखने के साथ उनपर नकेल कसने की बहुत ही जरूरत है।
