राज्य के मुख्य निर्वाचन अधिकारी सी पालरासु ने की लाहौल-स्पिति जिला में लोकसभा उप-निर्वाचन के प्रबंधों की समीक्षा , सम्बंधित अधिकारियों व कर्मचारियों को दिए जरूरी निर्देश
प्रदेश के मुख्य निर्वाचन अधिकारी सी० पालरासु ने लाहौल-स्पिति जिला के अपने प्रवास के दौरान मण्डी संसदीय निर्वाचन क्षेत्र से लोक सभा उप-निर्वाचन के सम्बन्ध में जिला निर्वाचन अधिकारी एवं उपायुक्त, सहायक निर्वाचन अधिकारियों, सैक्टर ऑफिसरों व नोडल अधिकारियों के साथ आज केलंग में चुनाव प्रबन्धन के सम्बन्ध में आयोजित एक समीक्षा बैठक की अध्यक्षता की।
उन्होंने जिला निर्वाचन अधिकारी (उपायुक्त) नीरज कुमार को भारत निर्वाचन आयोग द्वारा जारी निर्वाचन से सम्बन्धित विभिन्न दिशा-निर्देशों का कड़ाई से अनुपालन सुनिश्चित करने को कहा और अधिकारियों को सफल निर्वाचन प्रक्रिया सुनिश्चित करने के लिए भी आवश्यक दिशा-निर्देश दिए। लाहौल स्पिति (अ0ज०जा०) सभा निर्वाचन क्षेत्र के सभी 92 मतदान केन्द्रों पर भारत निर्वाचन आयोग द्वारा जारी किये गये निर्देशों के अनुरूप आवश्यक मूलभूत सुविधाओं की उपलब्धता सुनिश्चित करने के निर्देश देते हुए उन्होंने कहा कि इन सुविधाओं के तहत मतदान केन्द्रों पर शौचालय, पेयजल, सफाई, उचित विद्युत व दिव्यांगजनों के लिये दी जाने वाली आवश्यक सुविधाएं सुनिश्चित करें।
उन्होंने यह भी अवगत करवाया कि भारत निर्वाचन आयोग द्वारा उप-निर्वाचन के लिए दिव्यांग, वरिष्ठ मतदाताओं व कोविड पॉजीटिव मतदाताओं के लिए डाक मतपत्र की सुविधा प्रदान की गई है, जिसमें वरिष्ठ मतदाता अर्थात 80 वर्ष से अधिक आयु के मतदाता, दिव्यांग मतदाता व कोविड-19 पॉजीटिव मतदाता यदि चाहें तो अपने घर से डाक मतपत्र के माध्यम से भी मत का प्रयोग कर सकते हैं।
उन्होंने निर्वाचन प्रक्रिया में शत-प्रतिशत मतदान के लिए सभी मतदाताओं की भागीदारी सुनिश्चित करने के लिए मतदान केन्द्र स्तर व गांव स्तर पर मतदाताओं को बूथ लेवल अधिकारी, अन्य माध्यमों से मतदाताओं को जागरूक करने के भी निर्देश दिए। इसके लिए उन्होंने स्वीप गतिविधियों के तहत मतदान से पूर्व मतदाताओं को जागरुक करने के दृष्टिगत विभिन्न गतिविधियां आयोजित करने की आवश्यकता पर बल दिया। उन्होंने कहा कि त्रुटिरहित निर्वाचन प्रक्रिया के लिये प्रशिक्षण अति आवश्यक है। इस सन्दर्भ में चुनाव प्रक्रिया में लगे सभी अधिकारियों व कर्मचारियों को सघन प्रशिक्षण दिया जाना आवश्यक है।
सी० पालरासु ने स्वतन्त्र एवं निष्पक्ष निर्वाचन प्रक्रिया एवं मतदान तथा मतगणना के सम्बन्ध में भी दिशा-निर्देश दिये। सभी सेक्टर अधिकारियों को कोविड-19 मानक संचालन प्रक्रिया की अनुपालना सुनिश्चित करने के निर्देश देते हुए कहा कि मतदान केन्द्रों पर सैनेटाजर व मास्क की उपलब्धता सुनिश्चित की जानी आवश्यक है। इसके अतिरिक्त सामाजिक दूरी तथा मास्क की अनिवार्यता बनाए रखने के सम्बन्ध में भी दिशा-निर्देश दिए।
उन्होंने लाहौल प्रवास के दौरान विभिन्न मतदान केन्द्रों, मतगणना केन्द्र व स्ट्रॉंग रूम का भी निरीक्षण किया। इसके अतिरिक्त सुरक्षा व्यवस्था के सम्बन्ध में पुलिस अधीक्षक मानव वर्मा से विस्तृत जानकारी प्राप्त की और कानून-व्यवस्था पर आवश्यक निर्देश भी दिए।
जिला निर्वाचन अधिकारी एवं उपायुक्त लाहौल स्पिति नीरज कुमार ने अवगत करवाया कि 21- लाहौल-स्पिति (अ0ज०जा०) निर्वाचन क्षेत्र में जिस्पा तथा क्यूलिंग महिला मतदान केन्द्र तथा जाहलमा, रंगरिक व टशीगंग आदर्श मतदान केन्द्र के रूप में स्थापित किए गए हैं। जिला में 26 मतदान केन्द्रों को बेबकास्टिंग (Webcasting) के लिए चयनित किया गया और 17 मतदान केन्द्रों जहां संचार सुविधा उपलब्ध नहीं है, को शेडो एरिया (Shadow Area) का चयन किया गया है।
इससे पूर्व सी.पालरासु ने बीती शाम कुल्लू जिला के अपने प्रवास के दौरान जिला में निर्वाचन प्रबंधन से जुड़े जिला स्तरीय अधिकारियों के साथ बैठक कर उप-निर्वाचन के प्रबंधों की समीक्षा की। इसके उपरांत उन्होंने स्ट्रांग रूम व मतगणना हॉल का निरीक्षण किया और उपस्थित अधिकारियों को आवश्यक दिशा-निर्देश भी दिए।
